The former, in order to avoid wrong choices or unsuccessful investments in general, whereas the latter, in order to rationalise the “active” agreements (such as tenancies), which, as years go by and the facts are rapidly changing, may not be consistent with the current circumstances of the market (re-negotiations of tenancies and specialised negotiations).
